Do note, the POUTUS did not bow nor was the FLOTUS covered when they went to Saudi Arabia. FLOTUS and first daughter were covered wen meeting the Pope. This is diplomatic protocol when visiting the Pope in his house. There is no protocol for women to be covered when meeting the Saudis.
