The Answer:-
Honore is CG of Washington DC Natural Guard. Each State has it’s own National Guard (some also have Air National Guard in addition to Army National Guard). These troops belong to each State Governor and are usually called to active duty for State disasters like hurricanes, floods, etc. They are in State status and work for their state Governor in state status.
IF they are called to active duty by the President they are called up in Federal status and come under command and control of the DoD, not their State Governor.
Since DC is not a State their National Guard falls under the DoD for activation even for domestic mobilization. Therefore the CG of
DC Guard must get mobilization orders from the Pentagon not a non existent DC Governor.
The commander of each State National Guard is a Two Star but Only in their state. That State Governor appoints him/her. Military requirements are only at they be at least a LTC in that State’s National Guard in good status. For example the CG for say the Texas National Guard could be only a LTC but wears two stars and is paid as a MG. But if he travels out of state his rank reverts to LTC. He is not what is called an “officer of the line”. Active duty generals AND Army Reserve generals ARE “offices of the line”. These are Federal positions not State ones. Both must met specific military seniority standards and military education requirements. “Officers of the line” are capped in Max numbers by Congress.
That’s one reason why many State National Guard Generals are viewed a little differently by many Active and Army Reserve Generals.
Long answer to explain that Honore is a politically appointed “National Guard” General. To my knowledge he is not an “officer of the line”. He does not hold Federal rank.

They list every known relation. I’ve wondered how they pull off that too. It seems like way too much work for a few people to do so I’m guessing the same kind of thing, some local service that batchs the info (making it manageable) and the info is either stolen (hackers) or bought.
I can’t think of any other way or reason it would be done – unless you all have your own stalker / hacker which of course is doubtful.

But one of the Nobel prizes last year was given to 2 female scientists who ‘invented’ crisper techniques – editing genes. If I understand it – at whatever level I can – If a woman is carrying a Down’s Syndrome baby that can be ‘fixed’ with this – then abortion loses a lot of its justification.
