A New Open. And John Cleese has had enough

by coldwarrior ( 353 Comments › )
Filed under Entertainment, Humor, Open thread at August 27th, 2021 - 10:28 pm

Like him or not, Cleese has new show going after the communist cancel culture. They will need to be very very careful. Cleese is a brilliant guy who can gut you while smiling politely and then you thank him for the evisceration.

Last year, the comedian slammed cancel culture, saying that it puts “emotionally unstable and fragile” people in positions of power. “Everything humorous is critical,” the Monty Python star said at the time. “If you have someone who is perfectly kind and intelligent and flexible and who always behaves appropriately, they’re not funny.”

This cracked me up some months ago

Proof of vaccination in a tap? Smartphone developers want to make it that easy
Apple, Samsung and Google have announced plans for features to readily call up a QR code that can be scanned to quickly verify a user’s vaccination status.

Samsung already rolled theirs out as part of Samsung Pay. It connects to a medical records app that wants an incredible amount of protected info. The reviews are scathing even amongs supporters, no one wants to give up their entire medical history just for proof of their covid vaccination.

Many years ago I hired someone to wallpaper my hallway and paint some doors.

I asked him if he needed a key to get into the house and he said no.

Came home, wallpaper was perfect, doors looked great!

Paid him and asked him how he did it without a key.

The US Coast Guard is not under command of DoD, has no representation on the Joint Chiefs of Staff, and the number of members in that branch is approximately equal to that of the NYPD. They’re part of the DHS and are controlled by congress. I didn’t know this until yesterday.

I was listening to General Michael Flynn on Warroom yesterday. He pulled no punches. I don’t bother listening to or watching any of Biden’s appearances, that’s a waste of my time here on earth. But according to Flynn, at one point, Biden mentioned that we perhaps could start trading with the Taliban.

Nobody believes that, Biden doesn’t believe that, that was dross thrown down by some hack political operative who thinks the American people are rubes that can be suckered with the right media message. They forgot the part of the media message that shows flag draped coffins being offloaded in Delaware.

And talk about hostages – if there are American women in that group, my advice would be to find the nearest weapon and put a bullet in your own head before the Taliban get hold of you. Flynn was very clear in his warnings about that scenario.

China will move in on Afghanistan, which we all knew, but they will also move in on India w/the help of Pakistan. Remember a few months ago China said they would withdraw from those little border skirmishes w/India. They didn’t. They just regrouped. They’re going back in.

The Federal Reserve Is the Monetary Equivalent of the Kabul Airport

The Fed is the monetary equivalent of the Kabul airport. After dumping $5 trillion of helicopter money into the U.S. economy and overstretching supply chains in almost every industry, the Fed is faced with the worst inflation since the Carter era. And the worst is yet to come, as I wrote in Asia Times today (extract below). The rent on a new lease has jumped 10% year-on-year according to the search site Zillow, but rent inflation according to the government is just 2%. That’s because it takes a year or two for leases to expire and the new, higher rents to kick in. A huge jump in inflation driven by higher rents is baked into the cake for 2022. That’s the elephant in the parlor, and Powell didn’t mention it.

The Fed can’t control inflation except by reducing demand, and that means slowing the economy

    Looks like it was 2012:

    DNC apologizes for vet video

Democratic National Committee officials apologized Wednesday for using a photo of Russian warships in a convention video that paid tribute to American veterans.

The ships appeared on a large screen while Adm. John Nathman, accompanied by 50 veterans, spoke about veterans’ sacrifices on the final night of the Democratic National Convention in Charlotte.

In a statement first released to The Navy Times, DNC officials apologized for the mistake.

“Due to vendor error, incorrect images appeared briefly on screen behind fifty-one veterans during the convention and the DNCC apologizes for this mistake,” the statement said. “This error should not distract from the words of Admiral Nathman and others who spoke to President Obama’s strong record on issues that impact those who have served our nation. We’re proud of the service and sacrifice of our veterans and military families, and while they were an important and active part our of convention, Mitt Romney failed to even mention them in his speech in Tampa.”

Election season is in full swing up here in Canuckistan and it’s getting ugly. Little Potato is getting screamed at almost everywhere he shows up in public. Conservative and NDP leaders are calling out the protests as “not proper”. Lot of rightwing sites are calling for voting for O’Toole (conservative) and I keep getting a refrain going through my head, “Choosing the lesser evil is still choosing evil”.
O’Toole is just leftist light and hopes it’s enough to become prime minister. Everything he’s done since getting the leadership makes me want to vomit. Nothing he’s done is conservative or meeting the lines of freedom for the individual.

Where did the Pentagon source the intel for this drone strike?

If the answer is the Taliban there better be hell to pay.

First time I watched that I thought ” WTF? looks like a random dog joined in ”

Watching it again and again the dog is on a leash which is held by a police officer and a couple of them are trying to fend it off with shields.

So, it was a police dog, but it is rather small to be an ” Attack Dog ”

That type of dog is not what the British police use as crowd control dogs. They use predominantly German Shepherds, Belgian Malinois and some Dobermans.

That dog could have been a drug or explosive detecting dog that decided it wanted some action.

Also, it was not in London but in Newcastle which is 300 miles from London. 300 miles may not seem like much distance in the USA however in England it is the equivalent, scaled, as a journey from Houston to New York.

Well, maybe it was an enthusiastic police crowd control dog. A longer video ( yes the 23 second sensational clips do not tell the whole story ) shows the police were actively chasing the individual for reasons unknown.

Dog handler went to assist, but of course dog followed and did what he was trained to do. That is to help.

At the 37 second mark the handler got the dog off the apprehended criminal and obediently spit out the criminal’s chewed off body parts. Eggroll?

Then the British police deployed horses to trample any bystanders and witnesses to death.

    Longer video.

Emerald Robinson does a brutal – and hilarious – takedown of Jonah Goldberg, Steve Hayes and National Review.

Whatever happens, don’t ever let them give you to the women……

    https://emeralddb3.substack.com/p/how-the-national-review-sold-its

How The National Review Sold Its Soul to Google
And Why Jonah Goldberg and David French Got Thrown Out

So I had basically caught the editors of the National Review in bald-faced lies about taking money from Big Tech companies like Google to remain silent while those same Big Tech companies censored and de-platformed other conservatives. This was, of course, an unconscionable betrayal for The Flagship Conservative Magazine to commit against its own readers — but they did it anyway. Meanwhile, I was hearing from sources close to the National Review Board that the loss of donors and subscribers was so serious that drastic action would need to be taken. (The magazine had lost about half of its subscriber base in less than two years.) The board was also adamant that Jonah Goldberg and David French were the main culprits behind the astonishing collapse of the magazine’s influence, and that they needed to go. Everybody wanted them off the masthead in order to survive.
    .
    .
Goldberg was very touchy about the idea that he had been removed from the magazine. He wanted people to know that it was his idea to leave the National Review to fax out a newsletter from his basement (with no name and no money) along with Stephen Hayes. The Drag Queen Story Hour enthusiast David French even tweeted: “There’s news. There’s fake news. Then there’s the absolute premium-grade BS I’m reading on MAGA Twitter and elsewhere claiming that Jonah Goldberg was pushed out of National Review. Completely, totally false.”

What made this so funny was that David French was himself removed from the magazine a few months later! Where did he go? Well, he went to work for Jonah Goldberg and Stephen Hayes and their little newsletter of course. The three of them were now free to plummet into new depths of unpopularity together. The most intellectually bankrupt and vitriolic of the Never Trumpers had finally been thrown into the dustbin of history.
    .
    .
Did the editors of the National Review learn anything from this debacle? Of course not. The feckless Rich Lowry recently handed the magazine over to the world’s only living Evan McMullin voter Ramesh Ponnuru — who was absolutely nobody’s choice to steer the magazine back to popularity. (If anything, Ramesh Ponnuru represents an even greater slide into snide effeminacy than Lowry, and few thought that was possible.)

That was my understanding as well. Merriam Webster calls it anyone above Captain, but I’ve always been under the impression that it is Admirals and Generals who are Flag Officers. Making Flag Rank is a big deal that is often more political (as we are seeing these days) than capability driven.

/Oh, that Merriam Webster use it in a sentence thing is infuriating: https://www.merriam-webster.com/dictionary/flag%20officer

Examples of flag officer in a Sentence
    Recent Examples on the Web
But at least some junior officers who subscribe to militia ideas are on career paths to general and flag officer rank, just as some of the Border Patrol racists on Facebook are angling for senior positions.

That would be Navy Captain (O-6). Technically, Flag Officer is the Navy’s term for what the other services call General Officers, but it tends to be used interchangeably. O-7 and above.

The reason for it is that those officers get flags with their rank on them. When a general (or admiral) goes someplace, the flag goes with him, and is placed outside the entrance. That lets people know he’s there.

    wiki

Captain was the highest rank in the United States Navy from its beginning in 1775 until 1857, when Congress created the temporary rank of Flag Officer, which gave way to Commodore and Rear Admiral in 1862. The rank of “flag officer” was bestowed on senior Navy captains who were assigned to lead a squadron of vessels in addition to command of their own ship.[6] The 19th-century rank of “flag officer” was considered strictly temporary and became obsolete upon the creation and widespread usage of the equivalent naval rank of commodore; however, the term is still in use today, explicitly defined as an officer of the U.S. Navy or Coast Guard serving in or having the grade of admiral, vice admiral, rear admiral, or rear admiral (lower half), [7] equivalent to general officers of an army. In 1862 Congress authorized the use of the title “admiral”.

Flag of the Chief of Staff of the United States Army
In the United States Army, Air Force, and Marine Corps, the term “flag officer” generally is applied to all general officers authorized to fly their own command flags—i.e., brigadier general, or pay grade O-7, and above.

The British shelter got their animals out but not the 68 humans. The USA blocked their British issued visas.

Most of the online fights were with right wingnuts who were yelling ” People first! ” Fact was, and I believe this, in the UK’s case the privately funded Operation Ark was not just the animals but the staff also. It was not to be.

Good morning. Have you people been up all night?

General Donahoe accused me of engaging in “false equivalency” and of downplaying the vaccine, arguing that it was the path to “normalcy.” As the return of mask mandates for both the vaccinated and unvaccinated in cities like Los Angeles attest, this is clearly not true. The real path to normalcy is for military leadership to adjust their risk tolerance. Treating healthy people like biohazards over an illness that has killed two dozen personnel in a force of millions is insane. Those preventative policies have consequences, too; the surge in depression and suicide among the young is real.

Preventative measures make matters worse. One need only look at the case of Michigan and Sweden. Both territories have an equal population. Yet, Michigan suffered 50 percent more deaths from Covid despite implementing lockdowns, school closures, and mask mandates while Sweden did not. General Donahoe simply brushed these facts aside, deciding instead to call me a member of the “disinformation tinfoil hat team” for pointing them out.

He also tweeted at the university where I am a student, Hillsdale College, and told them to “come get your boy” for questioning the military’s quarantine and lockdown policies. General Donahoe, apparently, thinks the private sector is just like the military, where criticism can be stopped, and careers ended, with a mere snap of the fingers. As the thread attracted more attention, one commenter asked the General “how many wars he’d won.” The General responded by accusing the questioner of “shilling for Putin.” When I asked if Putin was the reason America had lost in Afghanistan, the General blocked me.

My interaction with the General serves as a microcosm of the American military’s cultural rot. Here we have a two-star General who spends his days on social media hyping a vaccine for an illness that poses minimal risk to his troops. When pressed on why America can’t win wars and why he embraces policies that treat healthy people like biohazards, his first response is to accuse his critics of treachery and then block them from view.

This is what $693 billion a year buys you: unbridled arrogance from the leaders of a military that can’t win against third world tribesmen armed with small arms and homemade explosives.

If you like scrambled eggs – add one tablespoon of mayo (REAL mayo like Hellman’s or Duke, not that other crap) for every 2 eggs, whisk well and cook as usual.

The difference in mouth feel is noticeable – very silky. It makes sense, as mayo is basically eggs and oil. You will need to whisk more than usual before cooking because the mayo will still leave little granule-like pods – but they melt into the egg mixture when cooked. Easy and worth it.

It is. There’s not much difference in flavor (unless you use Duke’s, which has a little more vinegar, but I use Hellman’s) but it is total silk. The only other thing I noticed is that the eggs may look a little ‘wetter’ than usual when they’re actually done – that’s the oil. If you like your eggs dry, you will overcook this recipe if you’re not careful

Why Don’t We Tell Women What’s Making Them Miserable?

    https://www.nationalreview.com/2021/08/why-dont-we-tell-women-whats-making-them-miserable/

Over the last five decades, feminism has made a long march through American culture, culminating in the first female vice president of the United States. But it isn’t clear that feminism’s fruits are helping everyone. Happiness metrics confirm that women are struggling: Suicides, depression, substance abuse, and sexually transmitted infections have all increased dramatically over the last five decades. Women aren’t becoming happier, just more medicated. A 2020 Pew Report showed that over 50 percent of liberal white women under 30 have some sort of mental-health issue. That statistic alone is stunning enough to indicate that something is going very wrong for the modern woman, despite the steady uptick of feminist advances.

Talk about missing the point. Being miserable is the entire POINT with these losers.

I am not a conspiracy theorist but I have way too much time on my hands.

The majority of viruses are stable. They have been around a very long time and so any mistakes, malfunctions or errors in their replication happened long ago so what is left is a very stable virus.

Maybe we are getting so many COVID deviations because it is still an unstable virus. A fresh and young virus.

The way some people talk about this virus makes it sound like an intelligent life form that is adapting. A virus is not. It is just a self replicating “machine”

At the moment there are parts of the virus that are not 100% replicated exactly over time.

That will happen when the virus eventually reaches its stable and final form.

So yes, I do believe COVID19 was a manufactured virus that escaped.

Largely because a lot of us have fought in one and we don’t want to bring it to our shores. They have never fought in one and think it’s like a picnic. They also believe everything they are told by their glorious leaders and think it’s just going to be a quick and easy cakewalk because almost everyone is on the side of the left.

Growing fire risk of battery cars forces GM to recall its electric vehicles

    AP, 21 August 2021

General Motors said Friday it is recalling all Chevrolet Bolt electric vehicles sold worldwide to fix a battery problem that could cause fires. The recall and others raise questions about lithium ion batteries, which now are used in nearly all electric vehicles. Ford, BMW and Hyundai all have recalled batteries recently.

From what we saw, and the Taliban confirmed this, every single military aircraft at Kabul airport was sabotaged/destroyed by evacuating US troops.

Many vehicles too – but ammunition, small arms, grenades and even mortar rounds were plentiful. All functional

    400,000??!!

Huge Find of 400,000-Year-Old Bone Tools Challenges Our Understanding of Early Humans

The bones were collected from a place called Castel di Guido, close to modern-day Rome. In the dim and distant past, it was a popular watering hole for the now-extinct straight-tusked elephant (Palaeoloxodon antiquus), and it looks as though a substantial number of the animals died there too.

This newly identified collection of tools shows the ancient hominids of Castel di Guido didn’t waste the bones that were left, but instead set up a primitive production line with methods that we haven’t previously seen this far back in time, at least not to this extent.

“We see other sites with bone tools at this time,” says archaeologist Paola Villa, from the University of Colorado Boulder. “But there isn’t this variety of well-defined shapes.”

“At Castel di Guido, humans were breaking the long bones of the elephants in a standardized manner and producing standardized blanks to make bone tools. This kind of aptitude didn’t become common until much later.”

Taliban fighters upset, feel betrayed that US military left non-working helicopters: report

Taliban fighters are feeling angry and betrayed Wednesday after discovering that Afghan National Army helicopters abandoned at Kabul’s airport have been rendered inoperable by departing U.S. troops, according to a report.

An Al Jazeera reporter who toured a hanger on the military side of the airport said in a video that the terrorist group “expected the Americans to leave helicopters like this in one piece for their use.”

“When I said to them, ‘why do you think that the Americans would have left everything operational for you’? They said because we believe it is a national asset and we are the government now and this could have come to great use for us,” she continued.

Former Deputy Assistant Secretary of Defense for Western Hemisphere Affairs, Roger Pardo-Maurer said the U.S. Department of Defense already knew who the bomber was ahead of time, before the bombing and when and where the Kabul attack would occur — the Abbey Gate was at “highest risk.”

Pardo-Maurer went further in his interview. He said not only did they know where and when it would happen, but that they had a Predator drone lock on the bomber.

Supply chain problems? Whatever, it was weird. I was texting with a friend who commented “No steak at the Orlando airport Outback has a canary in a coal mine sound about it.” Well, maybe. There are a lot of canaries out there and most of them don’t mean anything. Most of them.

I keep getting messages and emails from friends about food shortages in the restaurant industry, but they’re all friend-of-a-friend stuff. I’ve asked some of my friends who actually own restaurants and they say supply is okay but delivery is iffy due to a shortage of truck drivers. Meanwhile my daughter made do with a barbecued chicken sandwich. Me, I had a lovely 16 oz. ribeye at J.C. Holdway last night for a birthday dinner. Also a grilled bone marrow appetizer.

Fuel is twice what it was. We are 18 months into metal shortages for coins and cans. Ships bringing stuff into the Port of Los Angeles are backed up 40 days right now. Container shortages… the lockdowns and the Democratic Communists are doing a fine job wrecking the country in every way imaginable.

Anything relying on imports is going to be especially tough right now. Ports are congested, and complicating matters chassis is often unavailable to obtain to move containers out of the port (trucks require a chassis unit in order to move a shipping container, in recent years shipping lines that used to provide them got rid of theirs meaning most truckers rely on picking up a chassis unit from a third-party pool, then going to get the container). I have seen multiple times where it has taken 1 to 2 months to complete the task of getting a container out of a port and to a warehouse less than an hour from the port and then returning the empty. Shipping lines generally don’t give shippers more than 10 days to complete the process before they start charging hundreds of dollars a day in penalties for detaining the use of the container (which is part of the price inflation, shippers are taking a beating in such penalties).

    Hi ya, Guggi!

I haven’t posted much about it and don’t know what’s being covered in your neck of the woods, but there’s a global crash coming, stock up on food and batteries.

We close on the sale of our house in Virginia on Friday. With the proceeds of that sale, we will have zero debt. If we have to, we can live just on our social security (in the event our investments income crashes too)

I guess it’s even worse here in the EU with the new promise that poverty will be the new paradise otherwise we all will die 8,5 years from now. The German election for a new government is a disaster. The conservative candidate Armin Laschet is without spirit, charisma and program. He is even worse than Olaf Scholz from the SPD but they are geniuses compared to the green candidate Annalena Baerbock who is the darling of the media and the rich. To call her stupid as a rock would be an euphemism. She faked her ecucational curriculum, her recently published book is in most parts plagiarism and she doesn’t know the difference between “cobalt” and “kobold”. She always speaks about the “kobold” from the Congo. She will tell you, this is no joke” that Germany can generate (!) power during the night by cooling down (sic!) the chickens in the freezers in the supermarkets one or two degrees. *)

“Political moralism” has become the dominant agenda setting in all three parties. I couldn’t find anything usefull about “poltical moralism” in English but there is a great essay from 1983 (!) from a German political scientist and former SPD-politician Prof. Hermann Lübbe, which was re-printed 2019. He really foresaw what would coming.

Facts don’t count any longer b’cause they are only a question of perspective you look at them what counts are feelings. It is all about emotions while the EU handed over its industry to China and this is welcomed by the greenies b’cause China “is the leading country to prevent climate change”. Yeah, of course, say “cultural revolution” again. While Germany is closing its last six coal power plants (and buys now power from the coal power plants in Bosnia-Herzegovina built by the Chinese) China is building 43 new coal power plants in China. The West is heading for a dystopia leaving back all we have built up during the last 200+ years.

I’m scared, I’m fed up, I’m tired of this.

Btw.: California is planing to build 5 new gas-power plants b’cause they have discovered solar and wind can’t provide all the needed power.

*) She and her party are still at 18% compared to Armin Laschet (CDU/CSU) 21% and Olaf Scholz (SPD) 23%. So she will probably be a member of the new German government.

Campaigners against battery facilities have pointed to the prospect of overwhelming fire departments.
One solar farm proposed by the energy firm Sunnica on the Cambridgeshire-Suffolk border, which would be among the largest in Britain, is attracting fierce opposition both for its proposed size, equivalent to 900 football pitches, and for the potential consequences of a battery failure.

Edmund Fordham, of the group Say No To Sunnica, claims an explosion at the site could be several times bigger than the blast at the Port of Beirut last year. “If you really did have a major accident here, it would be utterly beyond the capacity of any local fire and rescue service to control it,” he says.

    Next-generation batteries

Almost by definition, any method of storing large amounts of energy carries risks. But the solution to concerns over batteries may be new chemistry. Barker’s Faradion is developing sodium-ion batteries which he says are less volatile, as well as using elements that are more widely available. “It’s a lot more robust from a safety angle,” he says.

Good morning, haven’t read the thread yet, wanted to post this as it’s so…outrageous

    https://thelibertydaily.com/candace-owens-denied-covid-test-by-deranged-white-clinic-owner-over-politics/

While visiting Aspen, Colorado, Owens went through the standard process of finding a testing facility. Her assistant turned to Aspen Laboratories, known as Aspen Covid Test, which bills itself as the “Only CLIA Certified High Complexity laboratory capable of resulting Covid-19 PCR and antigen tests in the Roaring Fork Valley.”

They denied her request for appointment.
    .
    .
Below is the email sent to her by Suzanna Lee, the co-founder of the clinic. It reads:

I’ve just learned of this testing request and as the owner of this business am going to refuse this booking and deny service. We cannot support anyone who has pro-actively worked to make this pandemic worse by spreading misinformation, politicizing and DISCOURAGING the wearing of masks and actively dissuading people from receiving life-saving vaccinations.

The only other local testing facility option is the free kiosk by city hall. They mail their tests to Texas and have inconsistent result times, do not take appointments so its walk in only midday weekdays in their back alley.

My team and myself have worked overtime, to exhaustion, unpaid and underpaid this past year, spending our own capital to ensure that our community remains protected. It would be unfair to them and to the sacrifices we have all made this year to serve you.

    Suzanna

Normally, I’d bet Suzanna is in for some serious ridicule, but Aspen…..

I hate solar panels for the sole reason they fry birds. There are other reasons to hate them, but that’s the only one I need. I dropped the Audubon Society over their support of wind turbines because they also slaughter birds. The entire industry got a waiver over the American Bald Eagle, our national bird. Something called The Center for International Maritime Security has what they call the 66-70-80-90-99 Rule.

66% of global wealth comes from in or near the sea.
70% of the globe is oceanic.
80% of its population is coastal.
90% of goods arrive by sea.
99% of international digital traffic goes by submarine cable.

That last one is interesting. By cutting cables, a nation could isolate another from world communications.

and its about time to stop this. Bring production back to the US and to Europe and stop the dependency on China. Industrialisation 4.0 will not bring back jobs on a large scale but self respect and power. The EU (especially Germany) has sold out its economy to China.

China tells U.S. prolonged tensions would hurt climate cooperation

Chinese Foreign Minister Wang Yi has told U.S. climate envoy John Kerry that prolonged tensions between the world’s two major powers would make it difficult for them to work together in the climate field, according to official Chinese media.

Wang’s remarks on Wednesday came as Beijing has been at odds with Washington over several issues, including its alleged human rights abuses in Xinjiang, the crackdown on freedoms in Hong Kong, and security challenges to Taiwan and in the South China Sea.

    Climate Policy with Chinese Characteristics

Xi Jinping’s emissions-trading scheme shows no indication that it will curb the country’s growing appetite for coal, oil, or natural gas — but it was never meant to.

    (…)

“Unlike other ETSs,” writes Carbon Brief’s Hongqiao Liu, “the Chinese scheme does not currently put a fixed cap on emissions, nor promises a declining cap over time. Therefore, it is not guaranteed to cut carbon.”

Whereas programs such as the Regional Greenhouse Gas Initiative and the European Union ETS have firm emissions limits for the sectors they cover and offer fewer permits over time, China’s scheme takes the “cap” out of “cap-and trade.” In so doing, it grants its sanction to the Chinese power sector’s continued emissions increases.

“The current design, this intensity-based target that you allow emissions to increase, that is not very helpful,” says Yan Qin, economist and lead carbon analyst at Refinitiv.

Xi Jinping’s emissions-trading scheme shows no indication that it will curb the country’s growing appetite for coal, oil, or natural gas — but it was never meant to.

As planned, China’s new emissions-trading scheme (ETS) is doing nothing to reduce its emissions.

Launched in July, the ETS encompasses 2,200 companies that operate coal- and natural-gas-fired power plants — facilities responsible for 40 percent of China’s total greenhouse-gas emissions. It builds upon pilot programs in seven delimited regions — including Beijing, Shanghai, and Chongqing — that began in 2013.

On the opening trading day, July 16, 2021, allowances to emit one ton of carbon dioxide swapped for between 50 and 53 yuan ($7.72 to $8.18), roughly equal to the cost of permits in the Regional Greenhouse Gas Initiative, in which eleven states along the U.S. Atlantic Coast participate. By August 20, prices had dropped to 49 yuan, or $7.57.

At $7.57, the permit trading price is 84 percent lower than the International Monetary Fund (IMF) estimates would be necessary to effectively drive down China’s emissions.

The foremost problem with China’s ETS, however, is not the price at which permits are trading. Instead, the problem is that the plan revolves around “emissions intensity” — a term of art denoting the ratio of emissions to power generation — rather than around absolute volumes of emissions.

China’s scheme allocates tradable permits free of charge to existing power entities as a function of their operations’ emissions intensity and historical power output. The plan places no firm upper bound on the sector’s emissions, nor does it set a timetable for doing so. According to the International Carbon Action Partnership, an intergovernmental climate-policy monitoring group, the nominal cap will be adjusted ex post facto based on actual power-production levels.

While the ETS does introduce an incentive for companies to generate lower-emissions electricity, climate change is precipitated by absolute volumes, not by ratios. This structure guarantees that the power sector’s cumulative emissions will continue to increase.

“Unlike other ETSs,” writes Carbon Brief’s Hongqiao Liu, “the Chinese scheme does not currently put a fixed cap on emissions, nor promises a declining cap over time. Therefore, it is not guaranteed to cut carbon.”

However much the scheme may have been hailed, this emperor wears no clothes. Even if we account for an intensity-based system’s low expectations, China’s ETS will encounter another set of hurdles around compliance and enforcement.

China differs from the countries and subnational regions that have implemented emissions trading in that its political system begets corruption. According to Transparency International’s 2020 Corruption Perceptions Index, China ranks below 77 other countries, including places such as Cuba and Belarus.
