A Tale of Two Budgets

First…lets look at Minnesota, led by DFL Governor Mark Dayton, and as Rep. Pat Garofalo would remind us: “You can’t spell FAILED without DFL!”. The DFL is farther to the left than normal Democrats…our MN peeps can attest to that. (I would add that you cant spell mudflaps without ‘dfl’ either…)

 

Talks imploded Thursday between DFL Gov. Mark Dayton and Republican legislative leaders in the final hours before a midnight deadline, and Minnesota began a historic government shutdown.

“This is a night of deep sorrow for me,” Dayton said in an address at 10 p.m. that was punctuated by jeers and hisses from Republicans, including some lawmakers.

The governor said his last offer would have raised income taxes only on those earning more than $1 million a year — an estimated 7,700 Minnesotans, or 0.3 percent of all taxpayers, according to the Revenue Department.

Republicans rejected the proposal, Dayton said, because they “prefer to protect the richest handful of Minnesotans at the expense of everyone else.”

Republican leaders made their own statement, saying Dayton’s proposal for dealing with the projected $5 billion deficit would cause irreparable harm to the state’s economy for generations.

“We will not saddle our children and grandchildren with mounds of debts, with promises for funding levels that will not be there in the future,” said House Speaker Kurt Zellers, R-Maple Grove. “This is debt that they can’t afford. It’s debt that we can’t afford right now.”

Earlier, as it became clear there would be no deal, Republicans staged a sit-in in the legislative chambers, demanding Dayton call a special session to keep the state running.

 

So we have the DFL versus the Republicans, at least the Republicans have forced a shut down, now it is up to the people of MN to decide what to do…

The other budget is what happens when a state elects a fiscal conservative for Governor and retains a conservative house:

 

HARRISBURG — With 13 minutes to spare, Republican Gov. Tom Corbett signed a $27.15 billion state budget package into law late Thursday night, narrowly finishing his first spending plan by the June 30 deadline.

While the governor and the Republicans in control of both legislative chambers campaigned on reversing the last administration’s pattern of budget fights dragging into the summer, it took lawmakers until the final moments to complete all of the measures that Mr. Corbett required of them.

With the spending, revenue and other budget bills headed to his desk, the governor told lawmakers that they would not be signed into law until he received a measure aimed at constraining the ability of school districts to increase property taxes.

As the midnight budget budget deadline drew near, the House finally approved that measure with a half-hour left before the Legislature was required to end session for the day. Senators promptly shepherded it to passage as time expired.

At a hastily gathered event in the Capitol rotunda, the governor thanked lawmakers before proclaiming that the budget “confronts and deals realistically with a $4.2 billion deficit.”

“Make no mistake here, this budget is for Pennsylvania working families,” Mr. Corbett said. “It imposes no new taxes on them,” drawing applause from the GOP lawmakers behind him, “nor does it raise any new taxes on them.”

The late-night bill-signing marked the first time in nine years that all of the budget legislation was passed by June 30. It also is the first time since at least 1970 that state spending will decline from the previous year.

That 4 percent reduction in state spending was the subject of months of criticism from Democrats and other opponents who said the proposal cut too deep into education and human services. Nearly every state government program will see a decrease in funding, from lucrative economic development grants to mandated welfare and corrections costs.

The property tax-hike bill that drew controversy was Mr. Corbett’s answer to critics who say that $900 million worth of state funding cuts to schools will translate into higher taxes at the local level.

The legislation strengthens an existing law requiring voter approval for property tax increases that exceed inflation. Mr. Corbett has said that law is ineffective because it allows so many exemptions that districts seldom need to go to referendum.

Serbian Royal Family Visits Pennsylvania for Christmas

Serbian royals to visit Aliquippa

ALIQUIPPA — The most creative minds at Disney have never imagined a more improbable script: A prince and princess who live in a royal palace in Europe will celebrate Christmas in Beaver County this week.

Crowned Prince Alexander II of Serbia, son of Yugoslavia’s last king, grandson of the a past king of Greece, and godson of Queen Elizabeth II of England, will participate in Christmas Eve activities Thursday at the St. Elijah Serbian Orthodox Church in Aliquippa.

The prince, the man who would have been king of Yugoslavia had the 20th century unfolded with less turbulence, will be accompanied by his wife, Crowned Princess Katherine.

Although Prince Alexander and his family returned to the royal palace in Belgrade in 2001 after a 60-year exile, he has no governmental authority.

“When we told the Sunday school kids that a real prince and princess were coming, their eyes lit up … They were transfixed,” Brian Hayden, a Sunday School teacher who is coordinating the Christmas Eve activities said. “The kids are excited. Their parents and grandparents are excited. We’re all excited to have this opportunity to share Christmas with them.

“We’re very proud of how we have continued the traditions our grandparents and great-grandparents brought from Europe.”

Hayden said the royal couple will be visiting Pittsburgh this week and were seeking a Serbian-American church where they could celebrate Christmas. They were directed to Aliquippa, where 300 to 400 people gather annually on Christmas Eve.

“They wanted a place that represented a traditional Serbian Christmas,” Hayden said.

Hayden said the prince and princess are expected to arrive at 4 p.m. for the cutting of the yule log, and attend a children’s program at 4:30 p.m. They will leave by 7:30 p.m. to attend another engagement in Pittsburgh.

The Prince has asked to address the congregation, and to “meet and greet as many people as possible”, Hayden said.

Prince Alexander, in a Serbian newspaper last week, urged his nation to someday adopt a constitutional monarchy similar to Sweden, Norway, Denmark, Belgium, Spain, the Netherlands and Luxemburg.

Hayden said Prince Alexander, while not in power, remains an important figure in Serbian-American churches, where Serbian history is embraced.

Advertisement “Absolutely,” Hayden said when asked if children knew of the prince. “We teach a lot of our history and tradition at church, and he’s part of the royal family. It’s a well-known part of our history. We’re Serbian-Americans and were proud of both sides of the hyphen.”

According to his official online biography, Prince Alexander was born in London after his father, King Peter II of Yugoslavia, was forced into exile after refusing to ally with Nazi Germany in 1941. Alexander’s mother was Princess Alexandra, daughter of King Alexander of Greece. At the time of the prince’s birth, Winston Churchill declared Suite 212 in the Claridge Hotel to be Yugoslavian territory. The prince was baptized at Westminster Abby with his godparents, King George VI and Elizabeth II of England, standing with him.

Alexander, according to his biography, decided not to use the title of king after his father died in 1970, but “made if very clear that he was not renouncing his title, or the dynastic right to the throne.”

The President’s Nun: Obamacare Scranton Scandal Explodes

Can you say “October Surprise”?

A mushrooming political battle over ObamaCare involving the White House, two incumbent Pennsylvania congressmen, three Catholic hospitals and a nun has just exploded in, of all places, Scranton, Pennsylvania. Charges from the Scranton medical community of intimidation by the Obama White House and its allies are filling the air.

All of this just as Vice President Joe Biden arrives in Scranton today to raise money for one of the participants.

There are two issues at the core of the controversy.

1) ObamaCare and the sale of three Scranton-area Catholic hospitals.

2) The re-election prospects of the two House members, Democrats Paul Kanjorski and Chris Carney, both of whom cast key votes to pass ObamaCare.

Here’s the list of players — major and minor — so far.

  • * The Vice President of the United States.
  • * Three Scranton-area Catholic hospitals suddenly for sale.
  • * The CEO of the three Scranton-area Catholic hospitals for sale.
  • * ObamaCare, otherwise known as “health care reform” or the “Affordable Care Act.”

  • * Michigan Congressman Bart Stupak.
  • * A pen.
  • * Victoria Reggie Kennedy, widow of the late Senator Ted Kennedy.
  • * Time magazine.
  • * The Scranton Times.
  • * The two Scranton-area House members Kanjorski and Carney, both losing in the polls.
  • * U.S. Senator Bob Casey, Jr., a native and resident of Scranton.
  • * Congressman Joe Sestak, the Democrats’ nominee for the Pennsylvania U.S. Senate seat.

Where to start? That would be….

The article recaps the ruthless efforts of the White House to suppress all indications from the corporate world, the health care industry, or anywhere else, regarding the negative effects of ZeroCare. The latest example of such strong-arming has cropped up in “the unlikely location of Scranton, Pennsylvania”:

IN THE MIDDLE OF THESE two hotly contested re-election races for a pair of Pennsylvania Democratic congressmen, the controversy first erupted over the suddenly announced sale of three Catholic Hospitals spread out between Paul Kanjorski’s and Chris Carney’s two adjoining congressional districts.

The initial announcement was made by Mercy Health Partners CEO Kevin Cook.

Cook is based in Scranton, while Mercy Partners and the three hospitals up for sale are in fact a subsidiary of the larger Catholic Healthcare Partners (CHP) based in Cincinnati, Ohio.

The three Catholic hospitals involved are: Mercy Hospital in Scranton; Mercy Special Care Hospital in Nanticoke, both in Kanjorski’s 11th District. And the Mercy Tyler Hospital in Tunkhannock, located in Carney’s adjacent 10th District.

The Cook announcement was big news in Northeastern Pennsylvania. The Sisters of Mercy had opened Mercy Hospital in Scranton, a major facility for the city, in 1917 — 93 years earlier. Inevitably it drew media attention. Which is where the plot thickens.

WNEP TV (Channel 16) reporter Jon Meyer filed a story about the sale at 4:40 pm. that afternoon. WNEP TV anchor Paula Giangiacomo led the story on the air by saying that “one big” reason for the sale “is the health care reform bill signed into law this year.” Mercy Health Partners CEO Cook was interviewed on camera along with Sister Marie Parker. When Meyer asked Cook if ObamaCare had anything at all to do with the sale, the CEO replied:

Health care reform is absolutely playing a role. Was it the precipitating factor in this decision? No, but was it a factor in our planning over the next five years? Absolutely.

Notice the use — twice — of the word “absolutely” by Cook, leaving no doubt with viewers that while ObamaCare wasn’t the “precipitating factor” it was “absolutely playing a role…Absolutely” in the decision by Mercy Health Care Partners to put the three hospitals up for sale.

But just 48 hours later, came the effort to flush the truth down the memory hole. Mr. Cook twice issued statements denying his earlier statement about ZeroCare being a major reason for selling the hospitals. A certain Catholic nun, Sr. Carol Keehan, DC, president and chief executive officer of the Catholic Health Association (CHA), weighed in furiously, calling the original story about the reason for the sale of the hospitals “false, misleading, and politically motivated.”

Why hide the reason for the sale of these three hospitals?

And who is Sister Carol Keehan?

One doctor in Scranton — who was deeply disturbed by the announcement — is certain he knows the answer. That answer? Mr. Cook was absolutely right the very first time he spoke to WNEP on camera. Hospitals, said this doctor — frequently run a debt. “What’s different? Why now?” he said in terms of the rationale for selling the Mercy hospitals. The reason is exactly as CEO Cook originally said it was. ObamaCare cuts in Medicare reimbursement have changed the rules so drastically for hospitals “you [Mercy Health Partners] are in an untenable situation,” said this physician. Most hospitals have accumulating debt because of capital investments, says the doctor. But they can’t deal with that debt if in fact their ability to earn money is cut off or drastically reduced over time.

If the doctor is right, and he is not alone in saying this, the proposed sale of the three Mercy hospitals becomes a harbinger of what will happen nationally as a result of ObamaCare slowly tightening its government tentacles over the private health care system. Which means the sale of the three Mercy hospitals has added Scranton to what the Wall Street Journal has already called ObamaCare’s “trail of destruction.”

Ahhhh. But who is Sister Carol Keehan? What’s the big deal here with her? Why would a statement from simple Catholic nun appear to cause so much consternation with Mercy Health Partner CEO Kevin Cook in Scranton, Pennsylvania?

LET’S GO BACK to that presidential signing of the health care reform law. There were 21 very powerful people in that little group who received signing pens from the President. As mentioned that included the Vice President, Harry Reid, Nancy Pelosi, Ted Kennedy’s widow Victoria Reggie Kennedy. And someone else.

That would be Sister Carol Keehan.

Impressive, no? The Catholic News Agency thought so, and prominently noted the story here. It also noted that Sister Carol was receiving her presidential pen from the President himself because she had been “supporting health care despite bishops’ objections.” The story even pictured the pen itself alongside the presidential seal on the box in which it came, with “Barack Obama” clearly visible scrawled along the side. Meaning, Sister Carol had enough clout to take on the Catholic Bishops on the President’s behalf — and win.

Does the name Bart Stupak ring a bell? The much ballyhooed pro-life Democrat Congressman from Michigan? The Catholic Congressman Bart Stupak who was said to be such a sturdy obstacle to passage of ObamaCare because it would allow abortions? In the aftermath of the ObamaCare passage, Slate came forward to note that a letter signed by “representatives” of Catholic nuns finally swayed Stupak to break his staunch anti-abortion pledge and sign on for ObamaCare with a simple promise of an executive order on abortion, executive orders being overturned by successor presidents with the rapidity of rabbits doing the breeding thing. Wait! Stupak was persuaded by Catholic nuns? Isn’t Sister Carol a …nun? How about that? What a coincidence? Yes indeed, the letter in question was signed — solo — by Sister Carol.

Anyone live within driving distance of Somerset, Pennsylvania? It’s a beautiful place to visit and a group of motorcyclists from Indianapolis is already going.

Tom Burnett Senior and Alec Rawls are buying full page color ads in the Somerset Daily American for both Friday the 10th and Saturday the 11th, so anyone who makes the trip will have a ready made protest sign waiting for them. Just buy a newspaper, tape the ad to a piece of cardboard, and let the massed national media know what side you are on.

That’s right. With Laura Bush and Michelle Obama both attending, it’s going to be a media circus, and a rare opportunity to force coverage of our issue. Just self-organize. Ad-holders will show a core of united opposition (and the media might even be forced to read our brief expose).
